Judging		Criteria

12 highly credentialed experts are sequestered in a secret annex to the Ministry of Justice building in The Hague, Netherlands.

Among the esteemed members are 7 Nobel Laureates, 4 former Prime Ministers, and another guy.

To maintain their impartiality they are restricted to viewing Teletubbie programs and listening to Britney Spears music, which also keeps their minds sharp and fresh.

They also maintain a strict code of silence. Their caretakers communicate with them solely through handwritten notes, sign language and most effectively, a really sharp stick.

Judges factor in such diverse qualities as ability to spawn stalkers and copycats, to the amount of Federal Prison time given for the Foolish offense[s]. Ballots are tabulated by a committee of 20 CPA's and then checked for accuracy by a NASA team of Mission Specialists before their live broadcast on worldwide television.

Basically though, we just know it when we see it.
